Secondly, if you have a proxy server configured, or your ISP does some sort of transparent proxy caching, then that can affect any HEAD request.

Well, I have been using Mozilla since at least "mozilla-win32-M06.zip" and it seems that each new release is slower than the last. You have to remember, that not everyone has the lastest gizillion hertz processor in their system. My development system is an old P2-450. This system (for news & web) is a P2-400. (edit) And they seem to adding cute features that to my mind are useless. I am a firm believer in KISS, a principle that seems to have been forgotten over the years. (end edit)
My ISP has no proxy or caching. It is a small local ISP, not one on the nationwide mistakes. It the owner ever decides to quit, I would like to buy and run it.
