We know that they will attempt to block UN recognition and acceptance of dragons. What if the dragons claim that if they can open an embassy, one service they offer would be magician testing, any person that visits can get checked to see if they can use magic. Magic is in high demand, so I bet most nations want their own magic users, but unable to find potentials. Even China might accept this deal in the belief, once they have magicians, their library would allow them to fully teach magic so ahead of other nations.
