That's what large-scale gravity inducers inside the moon are for, to allow Kosigi to project the same mass as before, which prevents it from altering the astrodynamics of the entire star system.
They took that into account when they built the base.

Currently the moon is set up for construction and storage, with a long term war ahead, thye need to create dock set up for varius repair and refitt of damaged war ships. THis would not just be for them, but the other ships in the confederation navy. SO it has to be able to work on multiple races warships.
