That assumes that more people need to be told. Even with the biggest secret in the world, it is reasonable for Shiro to tell someone as a backup. Once that person has been told though, a backup already exists, and there is no great need to tell another. I'm guessing this message was outside of official channels (such as they exist in a spy network) because Shiro is well aware of the damage that will befall his country if this information becomes suddenly widespread.

As to bits and pieces? What bits and pieces? The truly dangerous stuff is the crystal situation, the Loremaster plan to take over everything, and Kyven's 'real' identity. Unless Shiro's contact is a loremaster spy, he's likely to see the last as an unimportant detail, and see widespread knowledge of the first two as a threat to national security, and will sensibly do nothing. Even if he is a loremastrer spy, this will probably be the first he's heard of the Great Plan To **** Everyone Else Over and this will hardly endear feelings of loyalty. Again, the sensible thing to do would be nothing.

As to the minor stuff... Leaving the masked alone is probably standard policy. Ditto for not caring about escaped slaves. Anyone with half a brain (and since Shiro does we can assume his college does also) will have guessed the escaped arcans are organised to some extent. The fact that it is arcans doing this (and not another human pulling a House Trelane) might be a relief, but again it's not a prompt for action.
