Change in earth dragon attitudes

Shouldn't Kell let at least Ferroth know how radically his attitude towards violence has changed (due to awakening his magic)? The earth dragons are going to be back in a very precarious position when a significant number of them share this changed viewpoint. Yet the other dragons aren't even likely to allow one to refuse if they wanted to, even Anthra merely said "not yet" rather than "I refuse".
