Well, speaking as an engineer who has worked on ocean going vessels, it would be much easier for a water dragon to stop a vessel than to move one at high speed. All they'd have to do is approach a ship under full power and create one of those air bubbles they use to help Kell dive deep, but form it around the propeller of the ship. If the ship was running at full speed that lack of water would cause any form of engine power to over-rev because of the sudden loss of torque load, which would more than likely damage the engine - as well as bearings, drive shaft, etc. However if the bubble was collapsed just before the destruction point of the over-reving engine, the resulting shock of the re-applied torque would cause almost instant destruction to any drive train - either destroying the engine, the drive shaft or the propeller itself. Even if it just popped a shear-pin, changing one of those on a large ships drive train is a right rank biatch, because with the amount of torque on them. They create havoc when they shear and since they are often placed in one of the deepest, dankest, most inaccessible places on the vessel a snapped shear pin is not a welcome problem for the crew.
Not only that, but any captain of a sea going vessel would want the WHOLE drive train checked out after an episode of that sort, just to be sure that nothing else was damaged. All of that takes time and it's usually not done at sea.

The sky dragons could also fry the electrical systems onboard the vessels with their breath weapons leaving them dead in the water. With their control of their coloration, speed and flying thru the storms they would be very hard to detect.

what would be more useful/effective for the dragons, alter the weather to make a temporary heat wave, make it ice cold or a continual storm?
How hard would it be to beach ships or trap them on rocks?

I am surprised nobody has brought up a discussion as to who the spy is.
I had to dust off my account to bring up suspiscions on the CIA director.
He was the one demanding for the book on magic, and it was also said that
only a higher up would have been allowed to bring a cellphone in.
Rarely does fel introduce a character that he will not use later.

Why not use a copy of one of the dragon books the students recieved to track and locate the spy? tpp big a target not to go after.
