Thanks to Spec, we have a temporary solution for the no uploading files issue. He's set up a temporary dropbox site where you can get the chapter.
Key word: TEMPORARY.
This dropbox link will be removed and replaced with the usual chapter download once Grey irons out the problem, which Spec surmises will be a relatively easy fix.
