I think the dragons had the right idea by starting with medium-sized cities. They most likely don't want to deal with the mass of people that would be involved if they were to drop in on a sporting event C.A.P. extraction style. Okay, the fact that the attack might have to be allowed to complete was the item I was missing, either it wasn't discussed or I missed it. And yes, in that case I can understand the Dreamers not being able to see through the ruse.
