I think the dragons had the right idea by starting with medium-sized cities. They most likely don't want to deal with the mass of people that would be involved if they were to drop in on a sporting event C.A.P. extraction style. Even just being around that many people would be likely to generate lot...

Given the short life of an oracle (remember they are killed when they wake up talent-wise and also kept physically asleep) I have a hard time believing they can be any sort of unifying force for the Dreamers. Okay, the fact that the attack might have to be allowed to complete was the item I was missing, either it wasn't discussed or I missed it. And yes, in that case I can understand the Dreamers not being able to see through the ruse.

Well, advanced enough psionics ignores the intervening 3-D space so I would expect armor wouldn't be much help. I'm not sure if internal body manipulation (like causing a stroke or heart attack) is TK or not but I also don't see that it matters.
