There have been numerous audits of voting by mail, and all of them have found that actual voter fraud (as opposed to people just screwing up honestly) is so insignificantly small so as to be non-existent. The problem with the US voting system is that its based on blind faith on the honest of people casting votes. There is literally no way for the government to verify that a voter is actually eligible. On top of that, we aren't even allowed to have voter id requirements because its "racist"...

I know the story you are talking about, and I vaguely remember one of my grade school teachers around 4th grade telling/discussing this story.
