I cant see this scenario happening. Ahiriya wouldnt threaten to withhold fire simply because she is bound by rules to uphold the balance. So even if she somehow garnered enough affection for Tarrin to make that empty threat, it wouldnt do much good. On the issue of Ayise not being able to kill Ahiri...
